The Naitasiri winger was part Fiji Warriors group in the 2018 and 2019 World Rugby Pacific Challenge rivalries.
Dikilati scored a great seven attempts against the improvement sides of Tonga, Samoa, and Japan during the WRPC.
The Lomaiviti local will join Apisai Tauyavuca and Paula Balekana.
